Anne Gienapp , MPA


Anne thrives when helping clients to develop and implement measurement, evaluation and learning practice that addresses their most pressing questions, and supports advancement of goals and meaningful communication about their work. Anne has deep experience in evaluation of complex initiatives and has led numerous evaluation efforts that encompass advocacy, policy, systems and sector change. Anne is experienced in a wide range of evaluation approaches, including traditional retrospective approaches as well as prospective and developmental approaches that feature opportunities to reflect on data as it becomes available and apply insights to decision-making. She excels at creating innovative evaluation designs that match to purpose and deliver rich and robust data. Anne consistently aims to maximize the utility of data, and as a skilled facilitator Anne seamlessly weaves evaluation and learning to ensure relevance and actionability. 

Anne has over 20 years of evaluation experience; she joined ORS in 1999, after working with the Washington Institute where she coordinated a statewide evaluation of teen pregnancy prevention programs which informed state policy response. Anne earned a Master of Public Administration degree from The Evergreen State College, and served as a Washington State Governor’s Intern 1993-94.

Anne currently serves on the board of Children’s Alliance, an organization that advocates for policy and practice that benefits all of Washington’s children. In her free time, she loves to experiment in the kitchen, explore the nooks and crannies Seattle, or escape into a great novel or movie. She can also be found cheering on one of her daughters on the sidelines of a soccer game or a regatta.
